Domain Expired, but its not available to register why?

When a domain expired, all the registrar keep all domain on renewal holds and after that on pending delete. Its approximately for 45 days. Untill you can not register the domain name. You
have to keep checking on this domain name at whois search. You can also बच्कोर्देर of any domain name.
